Office of Equitable Development

The Office of Equitable Development sits within the Dept. of Planning and Development Review. The Office works across City departments to plan for and facilitate the creation of the more sustainable, beautiful and equitable city envisioned by Richmonders in the Master Plan.  The Office also partners with outside entities, such as RRHA, to further the Master Plan. The main duties of the Office of Equitable Development include:

  • Implementation of the City’s Master Plan - Richmond 300: A Guide for Growth  
  • City-initiated rezonings and amendments to the Zoning Ordinance
  • Aligning equitable development with the Capital Improvement Plan 
  • Redeveloping City-owned land
  • 900 E. Broad Street, Richmond, VA 23219
  • Hours: Monday - Friday, 8am - 5pm
