The Office of Immigrant and Refugee Engagement - OIRE
**Formerly known as Office of Multicultural Affairs
The Office of Immigrant and Refugee Engagement (OIRE) proudly hosts and supports signature cultural celebrations that honor the diversity, resilience, and contributions of Richmond’s immigrant and refugee communities. Through these events, OIRE creates welcoming spaces for connection, learning, and cross-cultural exchange for residents across the city and region.
In partnership with City departments, local nonprofits, and community-based organizations serving newcomer families, OIRE leads two annual flagship festivals and supports additional heritage celebrations throughout the year.

Established to create meaningful intercultural opportunities for Southside residents, the Multicultural Festival has grown into one of Richmond’s most inclusive community celebrations. Now hosted at the Dogwood Dell Amphitheatre, the festival brings together cultures from across the region and expands collaboration with neighboring counties.
Held during Immigrant Heritage Month and International Refugee Day, the Multicultural Festival features:

AfroFest was created in response to the growing visibility and vibrancy of the African community in the greater Richmond region. What began as a recognition of this growth has become a beloved annual summer tradition in partnership with the African Community Network in he city.
AfroFest celebrates the rich cultures, histories, and contemporary contributions of African nations and the African diaspora through:
