Mr. Louis ("Lou") Lassiter, CPA - City AuditorMr. Lassiter has over 25 years of professional experience in state and local government auditing. He previously served as Deputy/Assistant County Administrator and the Internal Audit Director for Chesterfield County. He is a past president of the Virginia Local Government Auditors Association and served on the board for the Association of Local Government Auditors, a national organization representing local government auditing. He holds a Master of Arts (M.A.), in Christian Leadership Studies from Liberty University and a Bachelor of Business Administration (B.B.A.), from James Madison University. Mr. Lassiter is a Certified Public Accountant (CPA), Certified Information System Auditor (CISA), Certified Fraud Examiner (CFE) and Certified Government Financial Manager (CGFM). |

Prior to joining the city of Richmond in 2007, Ms. Carter worked at Henrico County Public Utilities, Hanover County Treasurer Office, and as a Cost Control Assistant for the private sector. Ms. Carter is currently an Associate member of the Association of Certified Fraud Examiners. |

Mr. Andrew "Andy" Ramos, MPA - AuditorMr. Ramos has over two years of auditing experience, specifically in the auditing of business licenses and business personal property. He received his B.S. in Business Administration from Virginia Commonwealth University and his Masters in Public Administration from Virginia Tech. He is currently pursuing a Certified Internal Auditor certification. Ms. Selma Thomas - AuditorPrior to joining the City of Richmond’s Office of the City Auditor, Ms. Thomas worked over 5 years in local government assessing business license taxes and vehicle personal property taxes. Before joining the City of Richmond she worked with RRHA as an Account Receivable Accountant and volunteered with Red Cross as a part-time Financial Statistical Analyst. She also worked at PFPC Financial Services as a Senior Mutual Fund Investment Accountant (Wilmington, DE) for over 15 years. She received her B.S. Degree in Business Administration and Accounting from Delaware State University. |
