November 3, 2026 | Election Day Update

The City of Richmond Office of Elections confirms that power has been restored at both polling locations affected by an earlier outage this morning:

• Precinct 504: Randolph Community Center
• Precinct 505: Clark Springs Elementary School

The Office of Elections appreciates the prompt response of utility crews in restoring power to both locations.

We will continue to monitor operations throughout Election Day and provide additional updates as needed.

The Office of Elections is aware of a power outage affecting Precincts 504 (Randolph Community Center) and 505 (Clark Springs Elementary School).

We have contacted the power company, and crews are currently on-site working to restore power.

At this time, both precincts are still expected to open for voting as scheduled at 6:00 a.m.

We are closely monitoring the situation and will provide updates as additional information becomes available.

Provisional Agenda

The Richmond City Electoral Board will meet, subject to recess and reconvening, beginning on Wednesday, November 4, 2026, at 9:00 a.m. to canvass the returns and ascertain the results of the November 3, 2026, Election for the Proposed Constitutional Amendment, pursuant to Va. Code § 24.2-671. General election matters may also be discussed. This meeting is open to the public.

Attendance at the Provisional Adjudication meeting shall be limited to appropriate staff, the Electoral Board, individuals whose provisional ballots are being considered (with legal counsel, if present), and one authorized representative or independent candidate of each political party. Authorized representatives must be qualified voters in the Commonwealth of Virginia.

This notice is being provided to alert the public that Logic & Accuracy Testing of Electronic Pollbook Equipment for the upcoming election will take place with the following details:

Pursuant to the applicable provisions of the Code of Virginia, the City of Richmond's Electoral Board will conduct L&A testing of electronic pollbook equipment to verify its functionality before the election.

Public Attendance Requirements

Members of the public may attend the testing only if they present a physical letter of authorization from their respective political party chair. The letter must be presented upon arrival and is required for admission to the testing.
