RICHMOND CITY COUNCIL
As of March 15, 2022, all Richmond City Council meetings, to include budget work sessions, special and standing committee meetings, are open to in person attendance and participation. Members of the public have the option to provide their comments by teleconference/videoconference via Microsoft Teams. Interested citizens who wish to take advantage of this option, must do so prior to 10:00 a.m., on the meeting date by calling the Office of the City Clerk at (804) 646-7955 and selecting option 3. All Richmond City Council meetings are live-streamed and archived on Legistar. Additional information may be found on the Clerk’s Citizen’s Guide webpage.
The Office of the City Clerk requests that participants provide digital copies of any handouts intended for the body in advance of meetings via email at cityclerksoffice@rva.gov.

Description:The Committee is responsible for reviewing the operations of every department, bureau, agency and other unit of City government and for making such recommendations for operations and organizational development as may be appropriate. |
Education and Human Services |
Meetings:Second Thursday of each month - 2:00 p.m. Members: Left to right: Chair Stephanie Lynch, Vice Chair Cynthia Newbille, Member Andreas Addison Alternate Member Ellen Robertson Description:The Committee monitors and recommends to Council official policy in the areas of recreation, social services, public health, mental health, substance abuse, advocacy, and public education. The Committee also balances the primary role of the School Board in crafting policy for Richmond Public Schools against the responsibility of Council for oversight imposed by the appropriation of public funds.

The Committee is also tasked with the review and recommendation of issues assigned by the Organizational Development Standing Committee.
