Richmond, VA - Due to continued freezing and icy conditions, City of Richmond offices and buildings will now open on a delayed schedule at 12 p.m. on Tuesday, Dec. 9, 2025. Virtual services such as 311 and Department of Utilities Call Center will remain available.

Residents should visit go.rva.gov/winter-weather for the latest updates and follow the City of Richmond's social media channels for updates on City operations. For weather updates, please monitor reliable sources of information such as the National Weather Service.

What does today's late opening mean for City schedules and operations? 

• Physical spaces (like community centers and libraries) will open at 12 p.m. today
• Richmond's Circuit, General District, and Juvenile Courts are closed on Tuesday the 9th.
• Virtual City services (like online payment, DPU's Call Center, and 311) are still available. For help accessing the right service, call 311 or visit rva311.com.
• There will be no street cleaning on Tuesday, 12/9.
• Trash collection will be delayed by one day as crews work through inclement weather. Please leave your supercans out through Friday, 12/12 until they can be collected.
• There will be no recycling collection today. To keep track of any changes, please visit cvwma.com.
• The Salvation Army Inclement Weather Shelter will remain open all day on Tuesday, 12/9 and until 11 a.m. on Wednesday, 12/10.
