Admissions, Lodging, and Meals Taxes
How can I pay? Visit the City of Richmond Finance Online Payment Portal. You can also mail your paper coupon to the following address:

When and how often do I pay? Monthly on the 20th day of the month for the preceding month (example: tax collected in April should be submitted by May 20).

Alarm System Registration and False Alarm Fees
How can I pay? At CryWolf Services, a vendor for Richmond City.
When and how often do I pay? Owners of alarm systems are required to pay a one-time $10 initial registration fee and a $5 yearly renewal fee. Alarm owners may be fined for excessive false alarms, which is also handled by CryWolf.

Business Licenses
How can I file and pay? Visit the RVA Business Portal, which provides a single access point for immediate filing, invoice generation, and payment. Beginning in 2025, there are no paper forms for manual filings.
When and how often do I pay? New businesses must obtain a license within 30 days of the date of opening. Renewal applications, taxes, and contractor certifications are due every year by March 1.

Business Tangible Personal Property Taxes (BTPP)
How can I file and pay? Visit the RVA Business Portal, which provides a single access point for immediate filing, invoice generation, and payment. Beginning in 2025, there are no paper forms for manual filings.
When and how often do I pay? BTPP taxes are due annually. Businesses must file their BTPP assessments by March 1 and then taxes are due on June 5.

Collections
What is it? Collections notices are issued for delinquent--or late--taxes. Unpaid notices can result in tax liens, civil lawsuits, or the seizure of property. They could also affect your credit report. Once a year, the City transfers delinquent accounts to a third party for collection. Once your delinquent taxes have been transferred, you need to work directly with your designated collection agency.
How can I pay? If your collection notice is still with the City of Richmond, you can pay online through the Delinquent Collections page. You can also pay or discuss a payment plan by visiting City Hall at 900 E. Broad St.
If your collection notice has been sent to an outside collector, you can arrange for payment by calling the correct collector. If your account is with a law firm or collection agency, payment must go through them.

Motor Vehicle Personal Property Taxes
How can I pay? Visit the RVAPay online payment option. You can also mail your payment to the following address:

When and how often do I pay? Annually on June 5.

Parking Tickets and Noise Violations
How can I pay? Pay online with Remit Online. You can also mail your payment to the following address:

When and how often do I pay? When you receive a parking ticket or a notice that you've violated the city's Noise Ordinance. Parking fines increase by $10 at 15 and 30 days.

Parks and Rec Reservations and Fees
How can I pay? Visit the Rental Request Form to begin the reservation process. Staff will book the rental and provide an invoice.
When and how often do I pay? When you request a space or facility rental.

Parks and Recreation Registrations
How can I pay? Parks and Rec works with an online registration platform for classes, camps, leagues, and other programs. Some programs will also accept payments on site.
When and how often do I pay? When you register for the event, class, or program.

Permits
How can I pay? Visit the Online Permit Portal to submit plans for review, apply and pay for permits, request inspections, or check the status of a request.
When and how often do I pay? Once you've applied for a permit, you will receive an email with invoice information, including a due date.

Pet Licenses
How can I pay? Visit Pet Data to pay the annual $10 licensing fee, or call 877-202-3558 for help.
When and how often do I pay? Licenses must be purchased within 30 days of obtaining a dog or cat four months or older, or within 30 days of moving into Richmond. Licenses must be renewed annually.

Real Estate Taxes
How can I pay? Pay online with Invoice Cloud. You can also pay by phone at 866-890-5269. Finally, you can mail your payment to the following address:

Note that for taxpayers with mortgages, real estate tax bills often go directly to the mortgage lender, who pays the bill. Lenders typically return payment to the City within one business week of receiving the bill. To confirm payment, you can reach out to your lender.
When and how often do I pay? Real estate tax bills are sent out twice a year. The first half of your real estate tax payment is due on January 14, and the second half is due on June 14.

Speed Camera Citations
What is it? The City operates safety cameras in and around Richmond school zones to support reducing serious injuries and fatalities related to driver speeding. The cameras identify speeding vehicles and issue citations for speeding.
How can I pay? Pay online through the Get Home Safe platform. You can also call 833-819-0857 if you have questions about the citation.
