Home Electronic Monitoring Program (HEM)
The Home Electronic Monitoring Program (HEM) is governed by the City of Richmond’s Department of Justice Services (DJS). The purpose of establishing HEM is to provide a method for monitoring assigned clients as an alternative to incarceration. This program is part of an overall strategy to apply correctional evidence-based practices resulting in reduced recidivism, program compliance, and safer communities for our citizens.
The program is designed to provide 24/7 Global Positioning System (GPS) monitoring for clients ordered by the courts as a stipulation of bond.
HEM program eligibility criteria include:
• Pretrial Release.
• Currently residing the Richmond, Henrico, or Chesterfield County
• Land-line telephone or cellular.
• No outstanding warrants.
• Responsible for a daily fee (if working) based on the HEM sliding pay scale.
Clients’ ineligible for the HEM program are:
• Post-trial or sentenced.
• Substance abuse or mental illness with a functional impairment
