CITY OF RICHMOND MONITORING THE PROGRESS OF TROPICAL STORM OPHELIA
What Our Residents Need To Know

Richmond, VA - The City of Richmond continues to monitor the progress of Tropical Storm Ophelia and anticipate the impacts we may experience as it comes closer to the area. The current forecast for Richmond predicts heavy rains (3-4 inches), but higher amounts are possible with high winds sustained at 30 MPH with gusts up to 45 MPH.

Shelter Locations

All nine libraries are open Monday-Saturday with varying hours. The Broad Rock Library is open on Sundays as well from 1:00 PM to 5:00 PM. Additionally, the Department of Social Services Marshall Plaza Building and Southside Community Services Center are open Monday-Friday from 10:00 AM to 5:00 PM and Saturdays from 10:00 AM to 6:00 PM. At this time, individuals seeking refuge from severe and inclement weather may do so at one of our public libraries or at one of our social services sites.

In an abundance of caution, the City will open City Hall (900 East Broad Street, 1st Floor), today, at 5:00 PM as a place of last refuge for our unhoused residents.

Should someone encounter a person in crisis, please call the Homelessness Connection Line at (804) 972-0813).

  • Youth League Football games at all park locations – Saturday, September 24, 2023

General Safety

  • As with any storm, we ask that if you do not have to venture outside to stay indoors. If for some reason, you are caught in the storm, you may encounter flooding. Remember, turn around, don’t drown because you do not know how deep the standing water may be.

  • All non-emergency calls should be directed to 804-646-5100.

  • Please stay away from downed wires, assume that they are energized, and report them and outages immediately to 1-866-DOM-HELP (1-866-366-4357).
