Visioning Workshop
On Thursday, February 26, 2026, the City hosted the Community Meeting #2 for the Semmes Cowardin Hull Neighborhood Node Plan. At this Visioning Workshop meeting, participants came together to discuss the vision for the future of the neighborhood, identify next steps in helping to achieve that vision, and provide further insight and feedback on topics mentioned in Resolution 2025-R007.
Per Resolution No. 2025-R007, city departments are working to prepare an amendment to the Richmond 300 Master Plan that identifies the Semmes/Cowardin/Hull small area as a Neighborhood Node. The area has experienced considerable growth in recent years and greater attention is needed to ensure this area reaches its full potential as a Neighborhood Node and gateway to Southside.
The Semmes/Cowardin/Hull Neighborhood Node Plan will establish a community-led vision and primary next steps for the area, develop a streetscape plan for the major corridors, identify necessary roadway improvements to advance traffic and pedestrian safety, and consider creative ways of increasing mixed affordable housing and appropriate commercial uses within the node.

February 2026 Visioning Workshop (Community Meeting #2)
On Thursday, February 26, 2026, the City hosted the Community Meeting #2 for the Semmes Cowardin Hull Neighborhood Node Plan. At this Visioning Workshop meeting, participants came together to discuss the vision for the future of the neighborhood and also identify next steps in helping to achieve that vision. Attendees were also able to provide further insight and feedback on topics mentioned in Resolution 2025-R007, and learned about transportation projects taking shape in the area (including the conceptual draft designs for the Semmes-Cowardin Intersection Improvements).

August 2025 Kick-off Community Meeting
The City of Richmond hosted a joint community meeting on August 25, 2025, to kick off the start of the Semmes Cowardin Hull Neighborhood Node Plan and also discuss the initial draft of the city’s Code Refresh zoning rewrite rewrite project. At this open house-style community meeting, attendees came together to share their thoughts about the future of the neighborhood and offer ideas on how to address challenges that the area has been facing in recent years. In total, 74 community comments were received, touching on a variety of topics including the need for a grocery store, the need for safety improvements for people who walk and bike, and the desire for community spaces and enhanced connectivity to greenspace.
