Our History
The Youth Engagement Services team (Y.E.S.), formally known as the Mayor’s Youth Academy (MYA), was launched by former Mayor Dwight C. In 2010, Jones designed a program to develop Richmond’s Future Leaders and workforce. (Y.E.S.) is a workforce development program designed to engage youth in a productive career exploration program by using a work-based learning approach. Youth who participate in (Y.E.S.) cultivate positive relationships while strengthening academic, soft, and technical skills: job readiness training, leadership development, exposure to entrepreneurship, mentoring, and post-secondary career exploration. Our goal is to develop Richmond's future workforce into determined, successful citizens who will one day become our city's leaders.
Our Purpose and Mission
Youth Engagement Services (YES), formerly known as the Mayor's Youth Academy, is the youth-serving unit within the Office of Community Wealth Building (OCWB).
Our mission is to develop Richmond's future leaders and workforce by providing youth aged 14–24 with opportunities for career exploration, skills development, and mentorship. The program aims to eliminate barriers that may lead to poverty and ensure that all participants have the chance to grow and thrive. We aim to develop Richmond's future workforce into determined, successful citizens who will one day become our city's leaders.
Our Vision
To develop Richmond's future workforce with the hopes of supporting access to quality employment and related supports that help decrease poverty in the city of Richmond.
PROGRAM SUMMARY
Youth Works RVA is the City of Richmond's eight-week summer workforce development program that engages Richmond’s youth in career exploration through work-based learning. Participants, aged 14–24, gain virtual learning and hands-on experience through internships and job placements while strengthening academic, durable (soft), and technical skills.
The program includes:

Entrepreneurship Exposure: Opportunities to develop business ideas and gain insights from local business leaders

ELIGIBILITY REQUIREMENTS
Youth interns must:

Be between 14 and 24 years old as of June 11, 2024 (born between June 11, 2010, and June 10, 2000)

Be a resident of the City of Richmond or actively enrolled in foster care services through Richmond Social Services at the program's start
PROGRAM TRACKS
Youth Works RVA offers five distinct programs, each designed to support our student interns' diverse career interests and goals.
Teens in Richmond & Parks (TRIP)
Offers hands-on experience in trades, arts, and recreation, fostering skill-building, civic pride, and teamwork. Participants engage in community gardening, park enhancements, videography, public art, and sports activities to positively impact their neighborhoods.
Counselors in Training (CIT)
Designed for youth aged 14–16 to develop leadership and communication skills in recreational settings. Participants support camp staff, help manage field trips, and assist in planning engaging activities for younger campers.
Virtual Earn and Learn Program
For youth ages 14–15, this program focuses on career training and workforce readiness. Participants explore diverse careers through the “A Day in the Life” series and build financial literacy with sessions led by Virginia Credit Union.
In-Person Program
Serves youth ages 16–24 through onsite internships tailored to their career interests. Participants gain professional mentorship, build valuable skills, and explore potential long-term career pathways.
Founders Mark Program
For youth ages 16–24, this program focuses on entrepreneurship and leadership development. Participants cultivate a business mindset, explore ownership opportunities, and expand their professional networks as emerging young leaders.
YES Forward aims to support older youth, aged 18 to 24, residing in the City of Richmond who are not in school or employed. This program combines job training, skills development, and preparation for employment to help youth successfully re-enter the workforce. Areas of occupational training include the following: healthcare, skilled trades, public safety, manufacturing, human services, and IT/administrative technology.
YES Forward aims to address the following:
- Offer programming to help equip Richmond's workforce and provide fresh talent to employers
- Help fill employment gaps within the City of Richmond by preparing older youth for more than just entry-level or part-time work while striving to help local businesses thrive
- Offer career pathways to success designed with goal to help older youth develop skills needed to achieve career advancement and economic mobility
Membership
Older Youth who join YES Forward must be:
- City of Richmond resident
- Between 18-24 years old
- Out of School and/or unemployed
The Youth Empowerment Council is a 13-week advanced leadership program for City of Richmond youth who have prior leadership experience and a strong interest in civic engagement. Participants work alongside city officials, explore government processes, and develop proposals to address community issues. The program strengthens skills in advocacy, community organizing, and youth leadership.

Youth L.E.A.D.S. is a 13-week introductory leadership development program designed for City of Richmond youth who are new to leadership. The program equips participants with foundational skills, confidence, and experiences needed to begin their leadership journey and make a positive impact in their communities. Youth also explore issues like violence prevention and propose ideas for community improvement.

YES brings together local government agencies, private sector employers, community-based organizations, and small businesses to provide Richmond City youth, aged 16-24, with a range of summer work experiences. We aim to:
- Expose youth to a variety of career paths
- Develop employability skills
- Provide professional mentors and instructors
- Provide safe and constructive summer opportunities for youth
Employers throughout the City of Richmond make this annual program possible by volunteering to serve as partner employers and providing structured job placements for youth participants. By partnering with Youth Engagement Services, you will be part of developing a new emerging workforce and the leaders of tomorrow. There are many ways to participate, including:
- Providing structured Work-Based Learning internship opportunities for the city of Richmond's youth
- Providing financial sponsorships for various program components (ie, transportation, uniforms, etc.)
- Mentorship and/or training opportunities
- Collaboration or Networking
