While firefighters are often recognized for their rapid response during emergencies, much of the Richmond Fire Department's work happens long before a fire ever starts. The Richmond Fire Department's Fire Prevention Division is guided by three core principles—Education, Engineering, and Enforcement. By combining public outreach with fire code enforcement and safety planning, the department works to prevent emergencies before they occur while protecting lives and property throughout the city.

Educating the Community

Education remains one of the department's most effective tools for reducing fires. Throughout the year, firefighters and fire prevention specialists visit schools, neighborhoods, community organizations, and local events to teach residents how to recognize fire hazards, develop home escape plans, safely use smoke alarms, and respond during emergencies.

One of the department's longest-running initiatives is its Fifth Grade Fire Safety Education Program, which has educated more than 65,000 Richmond Public Schools students since 1980. By teaching fire safety at an early age, the program helps create lifelong habits that reduce preventable fires and improve emergency preparedness.

Strengthening Fire Safety in Homes and Businesses

In addition to public education, the Fire Prevention Division conducts inspections, reviews building plans, investigates fire causes, and enforces the Virginia Statewide Fire Prevention Code. These efforts help identify potential hazards before they become emergencies and ensure buildings remain compliant with modern life-safety standards.

The department also encourages residents to regularly test smoke alarms, replace alarms every ten years, and request assistance if they need smoke alarms installed or inspected. Working smoke alarms remain one of the most effective ways to reduce injuries and fatalities during residential fires.

Building Partnerships Throughout Richmond

Fire prevention extends beyond homes. The Richmond Fire Department partners with schools, hotels, businesses, civic associations, and neighborhood organizations through programs such as Rest Safe in RVA, which helps lodging facilities improve emergency preparedness, conduct fire drills, and maintain code compliance. Community groups also work alongside the department through F.I.R.E. (Friends In Residential Emergencies), a nonprofit organization dedicated to promoting fire safety education and supporting prevention initiatives across Richmond.
